He can't give any information that he doesn't have. The only information we can rely on is that even bad players don't like to re-raise with anything but a top top hand when they are UTG+1. I'd say that about 90% of all people here would either fold or call anything worse than JJ or AK.
Let's say that THIS particular guy 3-bet/calls a bit wider than that, then it would be decently +EV to shove, and thus it would be a mistake to fold, which is 0EV. However the mistake we make by folding will be relatively small, since in general it will only be +EV by a few big blinds to shove, so since this is a tournament, I would go with the low variance play, which is to fold.
